Objective

Roads Board Nepal (RBN) has been established to carry out routine, recurrent, periodic and emergency repair and maintenance of the road and make arrangement for imposition on and collection of rolls from the motor vehicles plying on the road. The Act allows only limited percentage of funding to other higher category of maintenance works such as Rehabilitation, Reconstruction and Upgrading, only when the resource remains surplus after addressing to the priority amaintenance activities such as Routing, Recurrent, Periodic and Emergency maintenance. The Primary objective of RBN is to create a stable fund through involving road users, channel it to the road sector to implement the integrated annual plan [IAP] and other road development and research activities .

  • Mechanism for collecting road user charges and framework agreement with MOF to establish procedure for adjusting the road user charges
  • Arrangement for collecting the money from MOF and other road user charges
  • Maintenance work proposals from RAs and criteria for dividing money among them
  • Allocation of funds and timely disbursement to RAs
  • Maximization of safety and minimization of environmental damages
  • Evaluation of project impacts to assess improvements in institutional and technical management capacity of RAs
  • Financial and technical audits of RAs
  • Hiring consultants for technical audits, random inspections of maintenance works carried out by RA
  • Criteria for selecting road safety programs by RB
  • Efficient Internal staff Management
  • Studies, Research and Development for optimization, use of appropriate technology, improvement of work quality and efficiency.
